The State University Council of Presidents (COPs) includes the chief executive officers for Emporia State University, Fort Hays State University, Kansas State University, Pittsburg State University, University of Kansas, and Wichita State University.
The chief executives meet monthly prior to each meeting of the Kansas Board of Regents to consider items of interest to the institutions and acts on proposals prior to their going to the Board of Regents for consideration.

The System Council of Presidents (SCOPs), established in 2002, consists of the six presidents of the state universities, four presidents selected by the nineteen community colleges, one president selected by the six technical colleges, and the president of Washburn University.
The System Council of Presidents meets to consider coordination issues and make recommendations to the Board on general policy affecting all coordinated institutions. SCOPs may create permanent or ad hoc committees, composed of campus or non-campus personnel, to study selected subjects and report back to the Council.
Meetings of SCOPs are held prior to the regular meetings of the Board, and at such other times as the co-chairpersons of the Council deem necessary. The meeting agenda and/or minutes are posted in the Board's agenda each month.
