RECEIVES HIGHER EDUCATION FUNDING STUDY
Independent
Report Concludes Future of Kansas Higher Education Is Bleak Without Increased
State Funding
(TOPEKA)
– Yesterday the nine-member Board of Regents received an independent
report entitled "Kansas: A New Horizon 2: Kansas Postsecondary Education
Higher Education Funding." The 118-page report, produced by the Northwest
Education Research Center (NORED) of Olympia, Washington, and commissioned
by the Board of Regents, focuses on the challenges facing higher education
institutions in Kansas after the passage of the Higher Coordination Act
(SB 345) in 1999.

ENGLISH LITERACY AND CIVICS EDUCATION GRANT FUNDING
Nine Adult Education Programs Receive a Total of $328,000
(TOPEKA) – The Kansas Board of Regents today awarded $328,000 in
federal English Literacy and Civics Education (ELCE) grants to nine Kansas
Adult Education programs. These grants, which are competitive, will provide
integrated English literacy and civics education services to immigrants
and limited English-proficient populations.

ON IMPORTANT MAINTENANCE NEEDS
State University Campuses Need $584 Million To Address Critical Maintenance
Issues
(TOPEKA) – Today the Kansas Board of Regents submitted a "Report
on State University Deferred Maintenance and Capital Renewal" to
the Kansas Legislative Budget Committee. The recently completed report
outlines important maintenance needs on the six state university campuses
that have been deferred due to a lack of state funding. The current maintenance
backlog is $584 million and growing.
BOARD OF REGENTS ANNOUNCE 2004 FALL ENROLLMENT
FIGURES
(TOPEKA) – State university enrollment figures released today by
the Kansas Board of Regents show a system-wide increase of 670 students
for a 0.8% increase for the 2004 fall semester over the 2003 fall semester.
The state’s six public universities reported a combined enrollment
of 88,270 students as of the 20th day of classes.

AWARDS CAREER CLUSTER GRANTS
In an effort to enhance career guidance and educational access in the
state, the Kansas Board of Regents (KBOR), in partnership with the Kansas
Department of Education, recently awarded over $200,000 to implement Career
Clusters at five locations in Kansas.

AWARDS NEARLY $3 MILLION TO ENHANCE DISTANCE LEARNING FACILITIES THROUGH
TECHNOLOGY GRANTS
Kan-ed, Kansas’ technology networking initiative, is pleased to
announce that more than 150 Kansas K-12 schools, colleges, libraries and
hospitals, in 74 counties statewide, have been awarded nearly $3 million
through its Enhancing Technology Grant Program (ETGP) to upgrade distance
learning capabilities. Kan-ed’s grant program focuses on converting
older video conferencing technologies to H.323, or Internet Protocol based
video conferencing. H.323 is a standard that defines how real time multimedia
communications move across packet-based networks. It enables users to
participate in advanced point-to-point and scheduled videoconference applications.
KANSAS SCHOOLS, COLLEGES, HOSPITALS
AND LIBRARIES AWARDED MORE THAN $700,000 FOR ASSISTANCE WITH BROADBAND
INTERNET CONNECTIVITY
Kan-ed, the technology networking initiative for Kansas,
has announced grant awards under its Broadband Subsidy Program. Grants
of up to $4,000 will be issued to 356 Kansas school districts, higher
learning institutions, libraries and hospitals, in 99 counties statewide,
in early August.
BOARD OF REGENTS ISSUES STATEMENT ON LAWSUIT CHALLENGING UNDOCUMENTED
IMMIGRANT TUITION LAW
Today Reginald L. Robinson, the President and CEO of the
Kansas Board of Regents, issued the following statement in response to
a lawsuit filed in Federal District Court in Topeka challenging the new
state law that provides in-state tuition for certain undocumented immigrants.
BOARD OF REGENTS ELECTS NEW CHAIR AND VICE CHAIR
Today the Kansas Board of Regents elected a new Chair and Vice Chair.
The nine-member Board elected Dick Bond, of Overland Park, as the new
Chair and Donna Shank, of Liberal, as the new Vice Chair.

This week the Kansas Board of Regents awarded three grants that are intended
to encourage, expand and improve workforce education and economic development
in Kansas.
BOARD OF REGENTS APPOINTS BIOSCIENCE AUTHORITY MEMBERS
Last
week the Kansas Board of Regents unanimously approved the appointments
of University of Kansas Chancellor Robert Hemenway and Kansas State University
President Jon Wefald to the Kansas Bioscience Authority Board of Directors.
