The Kansas Board of Regents shall pursue measurable continuous improvement in the quality and effectiveness of the public postsecondary educational system in Kansas, while expanding participation for all qualified Kansans. To achieve that mission, the Board will demand accountability, focus resources, and advocate powerfully.
State of Kansas Public University and College System
The Kansas Board of Regents governs six state universities and coordinates one municipal university, nineteen community colleges and six technical colleges. The Board of Regents’ purpose is to support this diverse group of public higher education institutions, each of which contributes to the social and economic well-being of Kansas and its citizens, and each of which seeks excellence. The Board fosters rigor, accountability and transparency, guards against unnecessary duplication in programming and operations, and brings unity and seamlessness to the system.
The mission of the Kansas public university and college system is to meet the educational needs of a diverse population and multifaceted society by providing teaching, research and service appropriate to the respective missions of its institutions. Those institutions provide education in liberal arts and the professions from the associate through the doctoral level, as well as a range of professional certifications. The system provides broad and affordable access to higher education, prepares students for the workforce and for life, and benefits the State as a whole through economic growth, research contributions, and advancing other aspirational goals of each institution.

The mission of Kansas community colleges is to provide access to quality education programs and services to those who may benefit from services of the institutions. The primary educational function of the community college sector is to help students achieve successful outcomes in such areas as: degree programs designed for transfer, technical education certificate and degree programs, adult education, developmental education, and customized training to assist business and industry.
Community colleges may offer noncredit courses, customized training, technical certificates, and the Associate of Arts, Associate of Science, Associate of General Studies, and the Associate of Applied Science degrees.
The mission of the Kansas technical college sector is to prepare individuals for gainful employment in technical and professional careers supporting economic development and civic responsibility. Technical colleges meet this mission through provision of technical programs, adult basic education, developmental education supporting technical degrees and certificates, and customized training to assist business and industry.
Technical colleges may offer noncredit courses, customized training, technical certificates and the Associate of Applied Science degree.
Pursuant to K.S.A. 72-6525, the Board is to review the mission and goals statement that is developed by Washburn University as well as determine the effectiveness of the University in complying with its mission and goals statement. Washburn Institute of Technology
Washburn Institute of Technology, a technical school affiliated with the University of Washburn, may offer noncredit courses, customized training, and technical certificates.
